- Preheat your oven to 375°F (190°C) and grease a 9x13-inch baking dish.
- In a skillet over medium heat, brown the ground beef with the diced onion for 6-8 minutes. Drain excess grease and mix in garlic powder, cumin, salt, and pepper.
- Spread half of the diced green chiles in the baking dish, layer with the beef mixture, and half of the shredded cheese.
- In a bowl, whisk together eggs, milk, flour, and baking powder until smooth, then pour over the layers in the baking dish.
- Sprinkle the remaining shredded cheese on top and bake for 35-40 minutes.
- Allow to cool for 5-10 minutes, then garnish with cilantro and jalapeños before serving.
