Method
 

Dulce de Leche Preparation
  1. Place an unopened can of sweetened condensed milk in a pot and cover with water. Simmer for 4 hours, ensuring the can remains submerged. Cool, open, and stir in a pinch of salt.
Cookie Dough Preparation
  1. Cream together butter and sugar until light and fluffy, about 3-4 minutes. Add egg yolks and vanilla slowly. Gradually mix in cornstarch, flour, baking powder, and salt until a dough forms.
Chilling and Rolling
  1. Divide dough into two disks, wrap in plastic wrap, and chill for 1 hour. Preheat oven to 350°F.
Baking
  1. Roll out each disk to 1/8-inch thick, cut out circles, and bake for 8-10 minutes until edges are golden. Cool on a wire rack.
Assembling Cookies
  1. Spread 1 teaspoon of dulce de leche on half of the cookies, top with the other half, and press gently to form a sandwich. Optionally sprinkle powdered sugar on top.
